Establishing Utilities
For customers who would like to have utilities connected in Belleville, an application for services will need to be filled out, along with the agreement for services. The cost for connection is $10 per utility, whether the meters are being turned on or read off. Normally, city crews perform work orders from 1 p.m. to 3 p.m. on weekdays, except city observed holidays.
Customers must also provide a credit reference from a recent utility provider showing that they have a history of paying on time. If a customer cannot provide a credit reference, or the credit reference does not qualify, the customer would need to pay a utility deposit. The utility deposit is a two month deposit based on the average monthly cost of utilities at the property being connected.
Monthly Billing Cycle
Meters are normally read the third week in the month. Please have meters accessible to read. Have bushes and shrubs trimmed back so meter readers can get to the meter. Please have fences unlocked and pets put inside during this time.
Bills are sent the last working day of the month, and are due on the 15th of the month. If the 15th falls on the weekend or holiday, payments are due the next regular working day.
A penalty of 10% is assessed after the 15th. If the 15th is on a weekend, the penalty is assessed the second working day after the 15th.
Around the 20th of the month, a reminder notice is sent, The reminder notice will include the date for turn-off, which is always on the 28th unless it falls on a weekend, then it is the following business day. NOTE. 2 turnoffs in a 12 month period will require a deposit before reconnection.
Accounts paid on or after the shut-off date are assessed a $50.00 non payment fee.
Payments
City of Belleville utility payments may be made by mail, in person at the City Office, in the drop box located north of the City Office or online. The City of Belleville also offers Automatic Payment directly from your checking or savings account and accepts credit or debit cards in person only.
